I think you'll find that the tires themselves are the problem. Even while still legal they don't have anywhere near the traction of the first 1/4 of their treadwear life. Noted with trucks - the back it light without a load which makes them about as poor as you get for traction with just RWD.
Intersections are famous for oil drips from other cars while waiting and the rain makes it real greasy especially if it hasn't rained in a while and just a little rain. Hard rains seem to clean up the road a bit. Noted here and called "Summer Ice" ..
I can't think of a mechanical problem that would cause this - just the tires,
