I've owned two 66 and a 65 Bird back when all with 390 4V. As already said - choke must be free and is probably stuck open right now. These won't run without a choke in cold like NY right now.
This carb uses exhaust heat to shut it off and fuel pump is a rubber diaphragm mechanical which couldn't be much good anymore unless it's been replaced in the last 10 years as they don't last when wet with gas and just shut off for two years.
These were awesome cars but way ahead for the years and some stuff is not that easy on these and some parts are nasty expensive. Price out a brake caliper and see if you faint! If this was stored outdoors they are almost certainly in trouble right now.
You could fake the choke with a rag but only if you or someone knew exactly what they were doing. Once a bit warm it would stay running to get it somewhere to work on.
If you don't have a good budget for even parts to get this going why not sell it just as it is? This car shares a lot with years 64,65,66 ---- 67 became a chassis car and is all different except engine. There are T-Bird clubs and sites everywhere if you want to sell it and I suggest you do unless you are ready for the expense. Labor free it's going to cost to be road worthy,
