Have a 96 Dodge Neon and the "Service Engine Soon" light keeps coming on. Sometimes it will come on, and sometimes it won't. I checked everything under the hood and the engine isn't low on anything, does this mean there is something going wrong with the car?

It means there is a problem thats happening from time to time, you need to take it to autozone and have them check the computer for stored codes.
