It sounds like the wiper arms themselves have come loose and got mispositioned. They are held on by retaining nuts which are designed to come loose if the wipers are put on when too much snow or ice is on the glass. That cannot be at this time of year ,so,has any recent work been done on the car? Wiper blades just replaced? If so,maybe the arms came loose..(Guess)..I'm not there... What you can do is turn on the ignition,turn the wiper switch to off,once the wipers stop/park,turn the ignition off. Look at the base of the wiper arms,there will be a cover over the nut,take the cover off,some come off,others just pop up, Then take the wiper arm and move it to its park position on the windshield(should move easily if its loose) (dont force it)and tighten the nut. Do the same for the other side. Once they're tightened ,turn em on and see what happens. Let us know Jim
