1989 Ford truck will only start when ignition is in on position and solenoid is jumped. Key will not return from start position to run position on it's own.

More than likely, it is a key/tumbler problem, but don't overlook the ignition switch, itself. A rod runs from the key/tumbler assy. to the switch. Either one could be causing the problem.
