1998 chevy c1500 p/up brake issues

Can anyone help explain what may be wrong with the brakes on my chevy??

It does not happen 100% of the time, but 1-2times a day my truck won't come to a complete and quick stop when applying the brakes.

The brake pedal will be unusually hard to press down and will only move about an inch or so, and all I hear in the car is the sound of air escaping. When this happens the truck doesn't immediately stop it just slows down to eventually stop. I have checked the fluid and it is full - no leak. I also checked the vacuum tube running into the booster and it seems to have suction.

If it's really a vacuum type noise that your hearing and your hearing it inside the car, then it's likely a bad brake booster.
