Thinking about buying 2006 vento 250cc thunder cruiser, bike runs but no acceleration and owner states he ran without gas
which i assume means he ran out of gas. now does not accelerate what could this mean about engine problem.

I don't see the connection and purposely run small engines dry so fuel doesn't mess up carbs - especially seasonal machines. Sounds more like a song and dance to sell a bike??

Do you mean the engine will only idle or do you mean it will rev up with the bike in gear but not move the bike? How long has this bike been sitting? Old fuel residue and contaminents can plug up carbs, and they won't run at all or just barely. If that was the case a carb cleaning (and syncronization if this is a multi-carb engine) would probably put you on the road. When I bought my 1100 Yamaha it had sat for 2 years and the carbs were so gummed up it would only idle. Try to take the choke off or touch the throttle and it would die. After a clean and synch it had so much power I was almost scared of it. If you worry about the condition of the engine internally, do a compression test on it. If you aren't sure how to interpret the results it might be worth taking to a bike shop and paying a few bucks to have it inspected. Get an opinion of if its worth fixing from an independant party that has nothing to gain from you buying the bike or not.
