How long does a motorcycle have to idle in order to pass the Pennslyvania state inspection. I have a 1981 Yamaha Midnight Maxim 650. To get the bike to idle i have to rev the bike to 4000 rpm and hold it at 4000rpm for a minute or two before i let it go in order to get the bike to idle without stalling even if the bike has already warmed up. Any idea why this is?

I wasn't aware that motorcycles are subject to inspection. Contacting a test site in your area would answer that question for you. As far as the idle, many factors come into play. You haven't mentioned how well this is maintained, but it is an older machine and likely a bit behind on repairs and tuning. By now anything could be suspect. Has it gotten new plugs recently? Have you adjusted the valve lash to proper spec? Have you cleaned the carbs and synched them with a mercury synchronizer or water manometer? Have you checked for vacuum leaks or bad plug wires?

A lot of these get neglected for what the factory published as routine maintenance by most people. My 79 XS1100 was the same way when I bought it. Gave it the proper maintenance and it screams.
