1991 crank no fire

1991 jeep cherokee sport
crank but no fire replaced coil many times cap and rotor distributor crank sensor wires and plugs had to chrysler dealer charged me 243.00 for not being able to get running to put up on computer

I'm shocked a dealer charged you to find no suggestions at all! Not too much computer in a 1991. Does the rotor of distributor even turn when cranking?
