Ford crown victoria steering wheel is locked and frozen. key won't turn. wheel turns inch each way only "click" "click" how can I unlock it?

I'm certain that you are aware that the key must be turned before the steering wheel will. You may want to try a different key, or at least, turn the key you have over. (You'll notice that the key is cut on both sides). May be a worn key or a damaged tumbler.
