98 Chevy Lumina: PCM Fuse Keeps Blowing

My friend has a 1998 chevy lumina 3100 motor with 190k miles and his PCM fuse keeps blowing. He said he will put a new fuse in and everytime he turns the key to where all the lights on the dash light up the fuse blows. what could be the problem? and how to fix this issue??

You have a short to ground. Somewhere on the wire supplying key on power it has found a path to ground or you have a shorted relay. Not a fun spot to chase wires but you'll have to follow it until you find the fault.
