Was thinking of an electric shift motor. If you have a vacuum assembly you need to change every inch of rubber hose right away. Its old and can't be trusted. Don't have much familiarity with the Toyota systems, but I think you might be on the right track. Did you try driving it with the electric connector unplugged to see if it was actually unlocking?
