What did i screw up??

A few years ago, I had this problem where around 60mph, i would get this shaking. eventually I got a code saying the solenoid assembly is bad. After trips to multiple shops, and replace parts here and there, nobody could fix it. Being they didn't touch the valvebody itself and paying for people to guess, i guessed myself and replacing the valve body assembly myself fixed the problem.
zoom forward years to the present, and the same problem has come back on the used valve body that i swapped is having and reporting the same problem.I got yet another one which i plan to use(thus swapped) while i rebuild\fix??? the latest part.
-SO-Upon swapping the "new one" and making sure the rod??? that shifts gears is hooked and slides in\out, I added fluid but i get no response when i shift FR21 etc.There is no "thud" as i shift into gears. In gear F&R, i ease up on the brake but no response of the car trying to move.I confirmed the solenoid assembly is plugged in even though i think that is for shifting from 1 to 2 etc.
Being the solenoid is the only electronic part in there, What am i missing??? Did i need to wait a few more seconds to feel it catch as there is air still inside the valve body????TIA.

OK. i got a replacement for the valve body and now it DOES shift into all gears but i have a new problem with it:
The car won't shift to overdrive. When doing 40mph, the engine is doing 2300rpm. doing 60it is reving at 3200?? There is a turn overdrive off button inside the car. turning OD on or off is not making any difference. Usually, doing so the rpm will jumpsay 900??? rpm from OD on to off.
There is a 4wire harness going into the trans controlling the solenoids. Is one wire in particular that is the overdrive off to check???

"When doing 40mph, the engine is doing 2300rpm" obviously I was wrong and not everything is working. I stopped at trans place over lunch today. being they have the stuff that will talk to the TCU, i hoped they can give me some insight.They said it was a solenoid problem(being that was the code that i got) but when i told them i tried swapping them already, they said it must be the tcu itself then as replacing the solenoids and getting the same error, the odds it is the new solenoid also is 1 in a million.Looking at the wiring diagram, I see it is straight from computer to solenoids. Looks like he might be right.
