How to replace Detent Cable on 350 Turbo Transmission?

I just bought a 1980 Grand Prix LJ with a 301 v8 bored .60 over and a 350 turbo tranny. It doesnt want to shift into 3rd gear, and when it does it seems like theres close to no 3rd there. The guy i bought it from said it could be the detent cable, so he gave me one. Im not sure how to fix it though, or if my tranny may just be going bad?

Turbo 350 has a kick down cable, but it is used for kick down only. It also has a vacuum modulator for controlling line pressure based on manifold pressure. The modulator shouldn't be leaking. If you have slipping or it neutrals out going into third, the transmission needs a tear down and inspection.
