I have a 2006 chevy cobalt, 90,000 miles, automatic. The traction control light comes on, which means the TC is off and not working, but when the light is on the transmission jerks when shifting from 1-2 and 2-3. Sometimes the TC light goes off and then the shifting is fine, then it can turn back on and the jerkiness starts again. I have spoke to a couple of mechanics that said it is fine to drive with the TC off, but they also said that the TC being off shouldn't have anything to do with the shifting. One mechanic told me to check the input and output speed sensors. I found the output, took it out, wiped it off and put it back. Can't seem to find the input sensor. Any input is greatly appreciated

The difference would be that if you intentionally shut the TC off, it would be fine but if some sort of failure in the transmission is what caused the system to shut off, then that will be a problem.

Your first step is you have to get the ABS codes read to find out what shut it down. It's probably a speed sensor somewhere.
