What do you mean it doesn't return? Why were the tires replaced? Maybe the alignment needs to be checked out after a front end inspection. The caster adjustment plays a major factor in how much force it takes to move the steering wheel and return-ability. Caster on that vehicle is not adjustable. If those components seem good, then it might need to go up on an alignment machine to be checked out.
