i noticed some cracks in the axle housing next to where it is clamped to the leaf spring. is this just some superficial powercoat layer or surface rust or is this a problem?

You'd have to dig at it a little to find out how deep it goes but it appears pretty deep from the picture.

Please reduce the size of that picture by at least half because it makes the thread too hard to read.

? Yes, Please reduce size just so it fits the standard view.
I tend to think it's OK (view is in the beholder) by looks of general area. Backing plate there may be newer but see the collar of a flex hose too is trouble will blow off if worse no brakes.
That flaking on the U-bolt may be ok?? Knock all that off it's tough metal if a real crack it would be all wet with gear oil and isn't so my take is it's outer rust flakes kind of harmless but to be knocked of for a better look.
You can tap on that light weight hammers, waste a screwdriver, picks etc get a real good idea.
When determined ok or not still think OK stop it there with assorted things AFTER you know it as treatment will hide that it exists.

That is STRONG axle shaft housing metal should support the van if you had a jack stand there or hoist (use two things if under vehicles) so it CAN'T fall.

For now still think you can stop it but do some removal to know better then I'll suggest what can save it the end all for that would be an entire used axle and swap over all the items is done and a lot of small details to make right again avoid that if savable you might have a hard time finding a better one easily and know it's the right fit and fine otherwise,
