bolt on top of strut won't come off...

I have a 2001 Hyundai xg300. I took off the struts and I cannot get the bolt on top of the strut off. The shaft just turns with the bolt. I have compressed the spring, tried impact wrench, I also tried vise grips on the end of the shaft as well as tried vise grips on the strut shaft itself. Help? Any idea's?

I've always been able to get them loose by using bursts with a very strong impact fun. As a last resort you could cut the shaft and put it into a vise after pulling it out of the spring.
