Problems with steering on a '79 stingray

My stingray is heavily modified, it's a 79, full power steering fluid, but when i try to turn the wheel more than roughly 75% of the way, it gets extremely hard to turn, sometimes impossible to finish a turn. Any recommendations?

"Modified?" Do wheels and tires even fit properly? IDK, hoist it up and watch wheels turn and see if anything is in the way or rubbing as I couldn't guess what someone might have done to it, T

I agree.
