Power Steering Blowing off return line Sign In

Hello,
My daughter has a 2008 Dodger Charger 3.5l. It recently blew one of the power steering hoses.
I went and picked up a new power steering pump, high pressure hose and the return hose from the rack to the cooler.
All went well. She drove it for a day and the return hose blew off of one of the fittings near the rack.
I thought possibly I did not leave room for expansion in the reservoir and once the fluid warmed up over pressurized.
I reattached the hoses and added a hose clamp on the one that blew off.
Seemed to be fine once again and after a short trip once again blew the return hose off of one of the fitting's between the rack and cooler.
The high pressure line seems fine. If the rack and pinion is going bad can it over pressurize the return line?
Also of interest while bleeding the air with out the car running and the reservoir cap off, if I cranked the wheels from side to side the reservoir would over flow?

My driveway cannot take another Exxon Valdez oil spill. Any help would be appreciated.

Is this clamp just on an open hose using or came with a common "worm gear" type or what? Just searched out the rack end and appears should be just a silly clamp but may not be even a good clamp? Not generally much pressure on a return hose but still if room allows either double up and opposite the cheap worm gear type clamps or use a better quality "Fuel injection" hose clamp you get a much better "full circle" of grip.
Of course a question? Did it work properly at least once and this all of a sudden? Sure, when warm it wasn't tight enough should warm it up a bit and snug it up again but never way overdo it. Ask and see the difference in types of clamps plain or the fuel injection one should be totally different,

Definitely not the rack. The symptoms point to a restriction in the system, possibly the cooler or a pinched line.
