1992 chevy c1500 steering hard at low speed

1992 chevy c1500 Cheyenne truck v6 190, 000 miles.
New power steering pump and belt put on.
Turning into parking lots at slow speed very hard.
If I give GAS in turn, steering becomes easier.
Belt seems tight enough. Belt does not squeal
Or make any sound. Installed new water pump.
Suggestions how to fix?
