1997 Dodge Caravan, 3.8hp, 150000, just replaced the fan relay switch, scope said that was bad, started up after changing, scope still says bad relay switch and started overheating right away again.

Which trouble code number are you getting for the fan relay?

Did you inspect the fan relay connector for melted terminals? Inspect the cooling fan connector for burnt or melted terminals. If the fans draw excessive current from binding up blades, that will burn up the cooling fan relay. The relay has to be mounted on a flat surface. The relay is cooled by the frame of the vehicle.
