Toyota AC button not working

I have a 2003 Pontiac Vibe, which is a Toyota, and the AC doesn't work except when I turn on the defroster (then it automatically comes on). The AC button and the recirculation button lights do not come on when I push the buttons. I swapped the ML/CL relay for the horn relay and that didn't help. I replaced the 10 amp fuse under the dash for th spot labeled "AC" and that didn't help. I have cold air on defrost and defrost + feet only, but not when I want to use the AC. Any ideas?
