Honda A/C issue - Please help!!!

Hi - hoping someone can help me with this! I have a 2001 Honda Civic LX with a 'mysterious' a/c issue. I have taken it to the Honda dealer 3 times as well as a different mechanic shop. They all have said that they cannot find anything wrong. The problems only seem to happen when the a/c is on, but even after the a/c tests they find nothing. The last place told me the only thing they could figure out was to reset all the settings back to when the car was brand new - and they've also reset the idle on the car. The problems are these...The car seems to surge when the a/c is on and it is constant. You can feel the car pull and then slack - it's hard to explain but I know how my car feels. Also when at a stop light or sign it would shake like it was going to cut off - mainly seemed when the fan would kick on. Also - as I have read in a few other postings - when it is really hot outside the air is not very cold. If you put your hand to the vent you can feel it - but it doesn't make it far. After the last place reset everything it doesn't seem to do the shaking, but still has the surging feel constantly and seems to sometimes make a vibrating noise every now and then too as I'm driving. I'm kind of at my wits end here since no one seems to know what is wrong - and as a woman - I know I'm not making this up! I know how my car should feel. Oh and it just started doing this within the last 2 years. Any help would be appreciated. The only thing I can think is to keep driving until something breaks down and then maybe they can figure it out!

Ok - just know the A/C is a pretty substantial load on the engine. The car is supposed to compensate for that automatically for assorted loads and conditions. Guess is this uses an idle speed motor that is just slow, tired or something and when it can react it's overdoing it then keeps trying.

If no codes are helping with the diagnosis and this does use a motor for idle speed I'd think about checking that out by at least watching it be erratic or not by eye and decide from there what's next,
