96 GA A/C and Cooling Fan Problem

I have a 96 Grand Am with a 2.4L with an A/C and Cooling Fan Problem. Problem is the A/C compressor does not turn on. Second problem is cooling fan also does not turn on, when engine is hot or when A/C is switched on. Replaced relay for A/C compressor, no change. Please help!!

System may not have enough refrigerant to trip system on and fan will not kick on. You would need to start with static pressure which should be about what ambient temp in Farenheight would be and if not a leak needs to be found and fixed, T
