96 Dodge AC Compressor Voltage Sign In

I have a 1996 Dodge Ram 1500 With 5.2 liter engine. The AC compressor will not engage. I took a voltage reading from the leads to the compressor. I am puzzled, The reading is 19 to 20 volts. Seems strange since the vehicle has a 12 volt system. Another thing I do not understand is that I get the same reading from both the wires leading to the compressor. There is only two wires so one of them is ground. Normally I would expect that if there is voltage on the ground side the ground is open someplace, so if I jumper the ground side to ground I would expect the compressor to engage. It doesn't. I do not understand what is going on here. Help!!

What is the voltage across the battery when you're measuring this?

You are getting power reading on both sides because you are checking it while still plugged into the compressor. Check it while unplugged.

Hammer,
You are right. I was checking voltage with it connected. I could not get the connector to unplug. Dummy me, I discovered the meter was reading mv instead of full voltage. There really was no voltage there. Ghost voltage. Battery voltage of course was 13.5 with engine running.
Thank you for your reply.

That leaves you at square one. There are dozens of reasons for the compressor to be off. You need to start off with checking all the fuses and the high and low refrigerant pressure to make sure it has minimum pressure for compressor engagement.

Well, here is what I found. I disconnected the low pressure switch and jumpered the connection the clutch engaged. I am a little confused by that because supposedly the switch is normally open and jumpering tells the system it is closed. Anyway, it is probably low on freon. Must have a leak somewhere.

A good case of trying to over think things. All A/C diagnosis should start with pressure readings and that would have saved a whole lot of wasted time.

Pressures are everything and in this clutch air gap near .020 or it won't work. You can tap on it and it will engage if all else checks out right and that's your trouble,
