1992 Buick Regal No heat to facial vent

1992 Buick Regal
3.8 automatic
318,000 kms
This car is having difficulty with heating system.
Heat works on defrost and on floor heat. System moves freely between them.
The four facial vents and the two knee vents do not work.
Are these controlled by vac operated actuators?
Any faults or repeat problems with this system.
Currently minus 20 Celcius BRRRRR

Hi shawn,
Glad you found the spot. As mentioned off this area this might be a complicated problem and if it's safe and comfortable with the heating/defrosting than just leaving it be at the age and miles might be practical.
I would check to see if any vacuum hoses both underhood going to dash or at or to the actuator if you can get a peek without major dash surgery are intact.
You mentioned minimal need for A/C at the vehicle's location. For this I suggest seeking out vehicles without A/C at all as A/C doesn't really do well in the off season and is such a major complicator to the whole car that it's barely worth it. Some models are hard to find with factory delete A/C.
