Hik I have a 1976 Pontiac Bonneville Brougham. When I shut off the fan at the switch on the dash but it wont stop running. It makes a loud whirring noise when the switch is in the off position. i have replaced the blower motor relay switch but it didnt help. Any suggestions or help on how to possibly fix this would be really appreciated.
thanks in advance

Maybe: Somewhere in those years GM vehicles (many) you couldn't shut fan fully off ever! It was to force flow thru ventilation to change cabin air just enough with control totally off.

Some at that very slow rate howled or made complaining type noise BUT went away with a faster fans speed requested. Clearly a flaw so they quit that trick about then too.

AYOR two ways. Find out which wire is for that obnoxious speed and defeat it. Switch for powering blower is the switch in the dash on those or most of them. Not fun and can't easily find another so leave that alone.

If and I said "IF" you want it all OE working IMO you are risking it still with a rebuilt fan motor that may not like that trickle speed either and still do it or again quickly. It should be working as intended to change ever such slight air in cabin but almost all failed, plain didn't work or made noise.

TMK this ended by the time GM downsized for model year 1977 still huge by today's standards but that was first downsize and don't recall the problem that year on up.

THIS MAY NOT BE YOUR ISSUE - just they could make noise and just the slightest air noticed as well. If not that go for a motor first then see if you can find a switch as it graduated contacts as you increase speeds and could be failed there. You can replace those without taking whole control head out just a pest,
