Hammer Time is normally around during the day and can give better advice than I can so be sure to check back. He's a pro mechanic and knows his stuff. If handy enough just bleed a spit out of the locked wheel and if it frees up it's the hose. What can happen is they let pressure in but can't return it so it locks that wheel where brakes were touched last. With brakes if something is one side do both sides equally.
