1998 chevy p 30 van . new radiator ,thermast, dont seem to be flowing top hose gets warm bottom hose dont

Air lock??? water pump??? getting air in the system (via head gasket problems) hard to say you need to put more information in your post if you want a better answer.

what made you change the radiator? leak or overheating?

you more then likely have a nasty air bubble in the system trapped somewhere. try jacking the front end of the car up and running the engine with the radiator cap open and the cabin heater on full heat.
