what i have going on is p0171 and p0174 it takes me a few turns of the key to get it to start

1997 ford explorer 4.0L s.o.h.c new new o2 sensors new intake manifold and new pcv new spark plugs and wires sometimes i can go out and start it right up go down the road to the store and turn it off the get back in to go home i sit there for like 10 to 15mins to try to start it

Those are lean codes. I have never seen them cause a no start. On Fords those codes nearly always caused by a serious vacuum leak. A bad MAF can do it to but the vacuum leaks are more common.

oh ok then whats the best and safe way i can look for a vacuum leak

Smoke testing is the best way but listening for the hissing noise is the easiest way.
You can use a can of carb cleaner to spray a little in any suspect areas and listen for an engine change to indicate a leak.

If you have access to a scanner that gives you a data stream, it would be very helpful to see what the baro reading is and the short & long term fuel trims and idle & 2500.
If you could get freeze frame data that would be huge. You want to see what the speed and engine load was when the codes set....
