did a prepurchase inspection on the same vehicle twice. three times opening the gas cap, and no hiss sound, i.e. no gas tank vacuum or positive pressure. is this a red flag?

No. If that was a problem or you somehow think so get codes pre-purchase and see if there is something wrong,

No, there is not supposed to be pressure. The system is vented. You wouldn't be able to fill the tank otherwise.

is that model specific? i thought fuel pumps generally pull a slight vacuum on the tank.

yes the system is vented, but it looks like there are 3 different pressure sensitive valves it has to get through to get to the vent:

The system has to be normally vent into a charcoal canister. It has pressure sensors and shut off solenoids that are used for self testing to assure the system is sealed tight. as I stated before, you wouldn't be able to fill the tank if it was not vented.
