It has a double barrel motordraft carb on top. If this improves the idle to where it will run on it's own, then you have a vacuum leak. Grab the top of the carb and wiggle it. If it moves and the throttle plate doesn't then the carb will need to be removed and the screws tightened up. Those were good for getting loose. If it's tight then grab a can of carb clean and start spraying around the intake manifold and vacuum hoses, any place where the idle raise would indicate a vacuum leak.....
