Needs to be full in radiator and engine completely and you may not see that reflected in the coolant recovery tank. Pressure testing cooling system could help find a problem and flushing whole system wouldn't hurt and might be the whole issue. If it's low the reason if not just worked on involving coolant is a problem lurking.
