fan belt not turing in idle, rpms at 5000

hi there, i need some help. 1998 subaru outback wagon, 240,000 KM i haven't used the car in 6 months but when i went in and turned it on the fan belt wasn't moving in idle and the rpms were about 5000. revving it up didn't lower them. please let me know any ideas. should I tow in to the shop? thank you peter

That makes no sense at all. Why was the belt not turning? Is one of the pulleys frozen. i agree, but that's why i wrote in. don't know what to think about it at all. i can try to turn the pulley wheel on top but can't get to the lower ones. i'll see waht I find. if you have any thoughts, let me know please, and thanks for your time.

Definitely strange........ So the crankshaft pulley is the only one turning when the engine is on????? Like HT said, there should be some noise??? Is the check engine light on?

well, you're some thinker! and, you are correct. time to go to the optician. the engine was very cold, the rpms way up and i guess it took time to get its business fixed. meantime, my eyes could not see that belt turning until you questioned my perception. thanks for that. very helpful.
