brakes, rough engine

1990 Volkswagen Cabriolet, 4 cyl
My brakes are not working right, my engine is running rough; I believe it is the brake power booster. How can I test it before I spend $150 on a new one?

Pinch off the vacuum hose going to it and see if the engine straightens out.
