Wipers won't work right.

The windshield wipers on my 98 ford escort will only move when on the highest speed setting and then the speed is too high to work properly, it misses most of the water and the blade goes off the windshield and occasionally gets stuck. Any idea how to fix this?

OMG - in about 40 years never heard of TOO fast perhaps just chance. Can't help but others here may have ideas??
