Suzuki esteem RPM rising at stop and low speed

This is 2000 Suzuki esteem Wagon
Automatic.
Here is the problem:

When the Car is is resting:

Now the problem is occasional, may be 2 or 3 time in a week.
When the car is resting at stop light, and my foot is on brake, not on the gas pedal, the car rpm rise from normal 1000 to 1500 by itself as if it is trying to move, and if I change the shift lever to neutral, rpm needle fluctuates from 1500 to 200 quickly. Buthis happens for may be 10 seconds, but soon as you give the gas and accelerate , the RPM goes down to 1000 and then car runs very normal.

When the car is moving at low speed:

RPM also rises from 1000 to 1500 (also for 10 15 sec) when the car is at low speed like 10 or 20 km/hr ,like when I am in a rush or stoping for a red light, but then also when you accelerate, rpm goes to normal and car runs fine.

  You may have a bad IAC ( idle air control) but try cleaning the throttle body first. Remove the intake snorkel, have someone hold the throttle wide open for you and scrub the back side of the throttle plate and surrounding bore with an old tooth brush and some carb cleaner. Be sure to spray some into the small holes next to the throttle plate. That should help stabilize the idle. If it still has a problem, replace the IAC.
