The 3rd row passenger side seat belt in our 99 chevy suburban is retracted all the way in & won't pull out. How do we get it to release/unlock? My husband took off the cover, but he can't figure it out.

On some of these if you gently & rapidly tug the belt back & forth you can get it to release. If you can get it to go in the holder just a tiny bit may help in releasing it.
If the belt got folded & rolled in to the holder then it going to be a little tougher and may need to be disassembled & find the latch that holds the gear and manually release it...........

We've tried everything....can't get it to release.
So, how do you disassemble it? Where is the latch and what does it look like?

I can't find an exploded diagram right now but there is a TSB about this problem..... This is the part of the bullentin that may help you. Give this a shot & see if it helps... I believe the key word here is hard

Yeah, it sounds like that what may have happened.
You see, this shoulder/lap belt has 2 buckles - one buckles on the outer side of you, the other buckle goes over your lap & buckles into the one on the inner side of you. (make sense?) Well, the outer buckle got unbuckled & the belt retracted all the way in & is locked.
I will go out & see if I can tug on it like the article said. If that doesn't work, is there any way to figure out exactly what & where the locking mechanism is and try to get it to release the seat belt?

FYI, No amount of pulling/tugging hard got it to release.

Unfortunately my data base doesn't have any exploded views of the assembly....
One thing you might try is taking it by the dealer. I noticed in the TSB they are having the SAs do this in the service lanes not even getting a tech involved so since this is a safety issue and a quick fix I'm guessing it's n/c.
If that's not the case you could try taking it by a few different shops and you may get a tech that can release it for you. Some won't just for the fact that in this business we get paid by what we work on and not by the hour, so doing this is basically the same as going into a business and asking an hourly employee to clock out & come back and do his/her job for you. With that being said, personally and I know others do as well, If it's some thing simple that only takes a few minutes with no tools I don't mind doing it.....but if they decline....don't judge them to harshly because that is how they do make their living..........

Is it possible to describe the assembly in words?
I did call a local chevy dealer, and they said they would charge labor to fix it, or labor & parts to replace it. !!!! The guy also mentioned that the specific belt was discontinued, and if replaced, would be replaced with a different one. Is that true - has it been discontinued?
I also called a local repair shop, and they will take a look at it for free....so we might do that tomorrow. Hopefully, it's an easy free/cheap fix, because we can't afford the dealer prices!

That's great the shop offered to take a look at it for you.......That's probably your best shot.
If you want you can print out the TSB section I posted for you, The whole TSB # is 05-09-040-002C.
Just mention it once quickly that you found a TSB online that covers your problem, if they want to see it great. If not just let them check it out on their own. I'm sure they know what they are doing.
I hope you get your problem solved, seatbelts are very important........

Well, took it in....the retractor/lock thing is broken & the whole seat belt will have to be replaced.  $400! It'll have to wait until we have the money!
If we found a good one at a pick-a-part, how hard/easy is it to replace yourself? In the suburban, I know that the headliner & trim & stuff would need to be removed to access everything, so it's no fun task. But, is it do-able? Any special tools required?

That sux....
I've haven't had to do one on that exact model but there isn't any special tools....Like you mentioned you may have to pop off the trim molding but it justs bolts up on both ends...........
