I have a rythmic grinding sound in my car. It is coming from the front, has been slowly getting louder for a very long time now. It exactly matches the rotation speed of my wheels. I have had a mechanic look at my car a couple of times with this noise, with no luck. A recent addition, which may or may not be related is that I hear a low grinding sound when I break at idle speeds. Also If I turn my wheel sharply while turning, I get a jiggling in the steering wheel, and It feels like I am losing power.

I would like to get an opinion or two before I take it in anywhere, as I have been duped for repairs I didn't need before, which is why I am here.
Hopefully I have attached the mp3 file correctly with the sound recording.

Desperately in need of help

You most likely have a bad wheel bearing or a tire that has irregular wear. It will have to be isolated down.

I agree with HT sounds like it may be a bearing or tire problem. Inspect & rotate the tires, if the noise moves to the rear it's a tire problem. While driving steer the car side to side (just use care doing this test so you don't wind explaining to a cop that you really aren't drunk) . If the noise gets louder on the turns you have a bearing problem. If it gets louder while going to the left, then the right bearing is bad and visa versa.
