KA 2001 WIND SCREEN WIPERS DONT WORK

Please help?? i have Ford KA 2001 1.3i with 65,000 mile. My wind screen wipers have stopped working since i defrosted the car with the heavy snow. The fuse had blown so we replaced it and it also blow that one.
We thought it may possibilty be the Wind Screen motor as this was the only thing we could think of. we went to see a Ford dealer who thought it was very unlikely that it was the Wind Screen motor as these rarely need replacing, he thought it could be that the blades were frozen with the bad weather, we have repeatly tryed replacing the fuse but it continues to blow them.
Any Items? Any help would be great

If the fuse blows as soon as the wipers are turned on, more than likely the wiper motor has shorted out. To do a quick test, unplug the wiper motor and turn them on. If fuse does not blow, motor is the problem. If it still blows, it is either a wiring problem or the switch. Make sure the wiper arm are free to move.
