Jetta 2003 seat belt doesn't roll back.

So i just got this used Jetta 2003 that has a problem with the seat belt on the driver side. It doesn't roll back.
At first the buckle was hidden behind the plastic frame so i lifted the frame to get out the buckle, but the belt isn't rolling back.
Apparently the previous owner installed a stereo and a long red cable goes from the front of the car to all the way back passing through where the belt mechanism is, and in the way they disconnected the airbag cable and hide the buckle (can't find where to plug a 2pin connector, so my guess is they cut the other half of the airbag cable)

On the mechanism i can see the side with the metal ball and a red wheel? (don't know how to call it ), tried to move the levers there, but didn't work to roll back the belt.
I was able to pull the belt out with no problem, but now is fully extended.

Also at the top of the belt, the cap was removed exposing the bolt, my guess is that they removed all the belt mechanism but when they tried to put it back on it didn't work.
Not sure if they exposed the springs side of the mechanism making.

Any idea of what could i do to fix it ?

IMO there's ONE must do mandatory default answer: Have a VW dealer certify it's back and fixed as intended new. The liability either way it works or doesn't properly or sets off air bag same deal.
It's not my job but one state I abut DOES NOT REQUIRE SEAT BELTS 18^ ages! New Hampshire. You'd be allowed AYOR there too. Messing it all up was irresponsible plus aftermarket stereo prob. hacked in get that all right it matters.
I usually guess away but not this time those things matter with other features you expect to behave as intended no way to know what wiring was wrecked and how nor how to correct it all without being in person and sign off it's right again,

Seat belts are not repaired. They are replaced as a complete assembly.

You won't get a second chance to say ............ oops, it didn't work.
