My car Volkswagen polo 1996:

As you can see in the picture there is a tube that runs from the ( engine ? ) And it looks as if cut or broken and exploded around him all out I 'm pretty sure it's oil . The symptoms I experienced \ experiencing with the car before I noticed that every time the engine was cold and warmed even highway driving , just stood there , now it is not cold and it seems fine I think .
Before this car could not keep the rpm and shuts down almost all the time even at idle , and now all of a sudden when I started it It can jump to 3000 rpm and when I stood at the light is as if insisted on maintaining a constant 2500-2700 rpm if I go slow is faltering because he seemed to insist on high rpm .
Now when I see this pipe that I'm afraid to start my car and take it to the garage what do you say?

Car not sold where most of us are but not totally important for this. Check engine oil level NOW and keep it filled.
Not sure with that format flashing so fast what I'm looking at but appears a plain vent hose fell off or possibly a hose to power assisted brakes but didn't seem like where I would expect that. Another smaller one seen off as well which would be a vacuum line.
Open vacuum leaks very well could cause quick stalling, limit RPM capability or fool it with unmetered air into intake. They plain have to be all put back in place where they belong before much more can be easily determined with this IMO.
If needed find another exact same car and engine and know where they go OR plain look for where they reach and a spout they fit on.
Not sure what else to suggest till that much is back together?

Thank you for the reply, i was told this hose might be the air-oil filter or air-oil
separator which keeps toxic fumes and oil inside the engine's circulation. i am not sure how that would cause low temprature engine all the time. i should havr probably mentioned that it was the first cold day since the summer here which may have caused the high rpm at the start but does not explain why the engine thinks it needs more rpm after a 30 minute drive in at 80-90 kmh. also it seems to work fine aslong as i stay in 3rd gear and keep higher speed. when i have to stop at the light i just disconnect the clutch

Understand higher RPM for a cold engine for a short while but not even then spikes to 3,000! That's both too much for the engine's health and control of it is marginal at best.
Why with the hose that I think is a breather would cause that I DON'T KNOW. More must have happened about it so reduced to not useful guesses for you, for this car at all really.
The web can only do so much versus inspection and any testing in person with some or lots of know how on that engine as to what is for what and could cause this.
I'll leave this that it just needs on site inspection hopefully before this causes anything to get worse,
