I have a 1998 Honda Passport 4WD 6 cyl. with the fold down rear seats. They have pull straps to pull the bottom part up. The driver side seat will not pull up with the strap. I can feel it try to unlatch, but it appears that a magnet holds it. Is there a fuse for it, or how can I get it to unlatch? Thank you for your time.

It may be jammed some how. Try pushing down on the seat, pull the handle & see if that helps free it...
