Help on missing part on oil tank [98 saturn sl2]

Could someone help me to identify what is missing on the oil tank? Any suggestions on how to fix it is welcome
I took some pictures from the front view at the car bottom.I took some pictures from the front view at the car bottom.

Hahaha................... oil tank?
That is your condensation drain for the A/C. It usually as a rubber downspout on it.
