Fuel Gauge Not Working

I have a 1999 VW Golf that has a broken fuel gauge. The gauge never reaches full anymore despite having a full tank. Is there any creative way to fix this with only a rough understanding on how to use a wrench/screwdriver?

Ok -- for starters reset or record known miles from known full. The problem is likely the sending unit in the tank but could be at the dash. If it just started give it some time it may go away, T
