Friend backed into left front head light, car won't start.

The car is a '96 Lexus ES300. The title pretty much explains it, but I can provide more info as needed, including pictures if that'd help. The key wont' even turn, so I'm assuming there is some kind of internal damage that's not letting the ignition start up.
I'm not well versed on automobiles though, so please excuse poor explanations and general lack of knowledge.

Try yanking the steering wheel back and forth while trying to turn the key.
