Failed emissions test because of high CO Emissions

My '91 Chevy S10 recently failed an emissions test because of high CO Emissions by nearly twice the allowed amount.
I have heard of putting fuel injector cleaner in and warming it up for at least a half an hour before taking the test again but can this really lower it enough to pass?

The CO has been a pest for me with older cars?? I've tried all kinds of things on well running cars and couldn't make a major change but will say that for CO a colder engine should help. The HC will lower with a hot engine.

Sometimes isopropyl dry gas will help. Sorry to say that cars that old and mine are older should be given more lee way as they were never engineered to spit fresh air but were up to par when new but seems like my state want's them 100% or off the road. Disputable point with that, I'll help as I can, T
