Does this sound like a thermostat problem?

So I have a 2000 Ford Mustang V6 3.8l SFI.
Lately it's been overheating a lot, the temperature gage says its really got and I will turn off the car and check under the good. I'll open the hood and the radiator cap will be ice cold. The top tube that connects to the engine will be piping hot while the tube toward the bottom of the radiator will be really cold. The car will NOT overheat during idle,it will get to operating temperature and stop, it only starts to overheat when I rev the engine or begin to move. It usually takes about 5 miles to begin to overheat.
Does this sound like a thermostat problem or something else?

No, that doesn't really sound like a thermostat problem. It sounds more like a plugged up radiator. If the upper hose is hot, that means the coolant has already gotten past the thermostat. When you make the repair, you should always change the thermostat along with it anyway because the old one can't be trusted to be accurate after getting too hot.
