Clicky noise when trying to start Sign In

I have a 98 Monte Carlo. When I tried to start it this morning it just made clicking noise and the lights flashed as I was trying to start it. Could it be the battery or is it the starter?

Rapid clicking or flutter is usually because the battery just doesn't have to power because of its state of charge or just getting too old to hold a good charge. Qualities vary and the better ones have fewer defects and tend to last longer, T
